                          RESOLUTION NO.    21630  
       
       
       
                 A RESOLUTION TO DESIGNATE A LIAISON TO THE
                 MOCCASIN BEND CITIZENS ADVISORY PANEL ("CAP")
                 AND TO THE FRIENDS OF MOCCASIN BEND NATIONAL
                 PARK ("FRIENDS") FOR THE PURPOSE OF
                 PARTICIPATING IN A STUDY OF MOCCASIN BEND
                 ("THE SITE") BY THE NATIONAL PARK SERVICE
                 ("NPS")

      		   WHEREAS, This governing body has previously approved a
      resolution authorizing the Friends to represent the interests of
      Hamilton County and the City of Chattanooga in pursuit of national 

      park or other protective and enhancing status of jointly-owned and 

      adjacent properties at the Site because of the great and 
invaluable
      historical, cultural, social, and natural scenic resources so
      abundant at that site, which status will yield significant public
      benefit to all citizens of this community and to future 
generations;
      and,
      		   WHEREAS, this governing body has previously requested
      congressional representatives to advance the interests stated 
above;
      and,
      		   WHEREAS, Congress has approved an appropriation of
      $200,000 for the NPS, and directed the Secretary of the United
      States Department of the Interior ("the Secretary"), through the
      NPS, to study the Site and develop a cooperative management plan
      ("the Plan") relating to the appropriateness study and consider 
the
      inclusion of the Site in the NPS; and,

      		   WHEREAS, the authorizing appropriation bill encourages
      the Secretary to convene a CAP as recommended by the Friends for 
the
      purpose of participating in the development of the Plan; and,	 
      		   WHEREAS, the Friends have recommended that membership
      on the CAP should include, among others, a person designated by 
each
      government;
      		   NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
      THE CITY OF CHATTANOOGA, TENNESSEE, That we do hereby designate
      Council Member Yusuf A. Hakeem as our liaison to the Friends and
      representative on the CAP, to serve until further directed, or 
until
      the Site has attained permanent national status within the NPS; 
and
      		   BE IT FURTHER RESOLVED, That this resolution take
      effect from and after its passage, the public welfare requiring 
it.
